Difficulty getting Course Compete to be marked on User Dashboard

We have been having difficulty with getting Course completion to show correctly on users Dashboard.

I have a test course set up with two activities (using Scorm modules, each with a quiz). The Scorm modules were published/exported so they simply report a completion status if the parts were viewed and the quiz results was over teh scorm internal 75% pass mark. My understanding is that this passes the completion status as "passed" with a value of 1 (or 0 if not completed). I tested the scorm modules using Scorm Cloud and they were behaving as expected and passing back "Completed: true".

As a test user I completed both activities and the User Dashboard showed Complete ticked, a completion date and grade 100%

However, even though my test user got an email saying the course had been completed, the User Dashboard didn't update the tick circles (but the Grade did show as 100).

My course Completion settings are: All activities must be completed

My course Grade: I've tried as disabled, enabled with grade=2, enabled with grade=100

If anyone can help I'd be most grateful.
