Dashboard button on top of page for Snap theme

Add a button to the top of the page for the Dashboard in the Snap theme. Now, you have to scroll all the way down past the topics (we have 40 by default) to get to it, giving us Moodle induced carpel tunnel.

  Thank you for the suggestion, we're working for an improved TOC for Snap, taking these types of ideas to make a better feature for a future release later in the year.
