Restoring OPENLMS .mbz to another Moodle PROD system?

We were able to find an OpenLMS backup file and import onto another Moodle production system/ The content carried over correctly but not the user accounts nor gradebook. The user account are available in the accounts area but they are not appearing in the course. Tried manually enrolling these users in the course to see if this would populate some information but nothing appears to be working. Any assistance would be greatly appereciated.

  What role are you using to restore the file?

  So for instance a teacher role might have the modle/restore:createuser permission not set.

  I'm using the Admin role to restore the class to the new production environment.
