Release notes for WORK 1.0.10.x

Note: 1.0.9 was not released - it was used internally for refactoring and adding tests - the production release is going from 1.0.8 straight to 1.0.10.1. Original release date: Feb 27, 2023.

1. User Development Plans - this is a major new feature that enables managers to assign training (courses, program, or milestones) to their staff. The feature includes blocks, an admin tool, and an enrollment method. User relationships are established with the related users tool. 
2. It's now possible to include program completion dates in the bulk user upload process. 
3. Face-to-face improvements
   1. Locations and Trainers can be set up as custom fields that are visible to end users 
   2. A new custom list option for equipment (similar to the location and trainer options) has been added. It can also be set to be visible to end users. 
   3. A bug with the user search when the limit candidates feature was enabled has been resolved. 
4. WORK has been upgraded to use Moodle 3.11.12. 
5. Disabling multitenancy no longer changes the active theme to Boost. 
6. Added a new report source for the Attendance module. 
7. Improved support for multilanguage filters in custom course fields. 
8. Added a default icon for the Report Builder in the left navigation menu.
9. Multiple improvements to Report Builder performance 
10. Fixed a bug which impacted the display of dates in some program certificates 

On March 20, 2023 WORK 1.0.10.2 was released. 

1. Add CLI script for bulk-allowing of plan courses for a given framework
2. Add Notifications to User Development Plans
3. Add default plan mentors from related user fields when configured in the framework
4. Add the ability for plan requesters to configure proposed due dates
5. Add the ability for plan requesters to edit the description of milestones
6. Fixed a regression with Upload users related to tenant user creation
7. Applied security fixes from upstream
